Minnesota’s Voyageurs National Park opens frozen lake plan comment period

The Voyageurs National Park Frozen Lake Surface Use Plan took another step in the National Environmental Policy Act review process after the National Park Service sent out a press release on May 13 regarding a public scoping period.
The NPS released a new alternative, revised plan after reviewing public comments and feedback from last year’s spring civic engagement period. Now, the NPS is requesting feedback again on the preliminary alternative. The public scoping period ends June 28.

Wind, smoke affect fishing-opener as Minnesota anglers see mixed success

Anglers flocked to various locations across Minnesota last weekend as the inland waters fishing season kicked off. Gov. Tim Walz headed to Lake City for the annual 2024 Governor’s Fishing Opener, joined by Lt. Gov. Peggy Flanagan, Minnesota DNR Commissioner Sarah Strommen, and Minnesota U.S. Sen. Amy Klobuchar.
Unlike last year’s opener in some areas, which saw rain and thunderstorms, last weekend’s weather featured wind and smoke, affecting fishing success intermittently.

MN-FISH Summit centers on Mille Lacs, walleye regulations

MN-FISH hosted its annual summit on Tuesday, May 5, at the Drury Hotel in St. Paul. The event covered discussion topics such as Lake Mille Lacs walleye regulations, the state of Minnesota DNR fisheries and its future, and legislative updates from the 2024 session.
A key focus was Mille Lacs, after MN-FISH leaders met with DNR staff on April 16 following the release of the 2024 regulations, which require catch and release of walleyes for the spring and most of the summer on Mille Lacs.

Minnesota Legacy bill heads to Gov. Walz; others in works

The 2024 legislative session is in its final week before the session ends on Monday, May 20. As time dwindles down, there are a few last-minute bills being worked on and potentially passed before the clock hits zero.
The Legacy omnibus bill has officially passed the finish line and is headed to the desk of Gov. Tim Walz. This bill includes funding for a carp deterrent at Lock and Dam 5 of the Mississippi River, as well as key funding from the Outdoor Heritage Fund.

Minnesota DNR uses explosives to remove deer stands at Bowstring State Forest

Jim Fena was sitting in a chair watching television one day this past winter when a loud sound enveloped his home and knocked his half-filled Coke can off the counter. Fena thought a jet plane had roared over his home at low altitude.
That was midday on Feb. 6. The next day, he was in nearby Deer River chatting with fellow citizens about an explosion at Bowstring State Forest. Fena learned the noise had come when the Minnesota DNR used explosives to demolish two deer stands within the state forest. Fena literally felt the explosion a half-mile away from the site, but others in Deer River said they felt it three or four miles away.

Lake Mille Lacs guides, resorters in Minnesota feel effects of new walleye regulations

It’s been two months since the Minnesota DNR announced the 2024 walleye fishing regulations for Lake Mille Lacs. For the first time since 2020, the walleye season will begin with catch and release with no harvest until potentially the middle of August.
These changes have led some anglers to cancel trips to Mille Lacs or reschedule them for later in the year. Fishing guides and resort owners are witnessing the effects on their businesses.

Legacy, environment, bonding bills progress in Minnesota

The Legacy omnibus bill will be heading to conference committee after the Minnesota House and Senate passed their versions this week.
House File 4124, authored by Rep. Leon Lillie, DFL-North St. Paul, and Senate File 5116, authored by Sen. Foung Hawj, DFL-St. Paul, are the two Legacy omnibus bills. These are the expenditures from the dedicated sales tax passed in 2008. The two bills had a couple different amendments, which a conference committee will reconcile, but otherwise the overall appropriations are similar.

Minnesota DNR drops elk tags to 10 for 2024

Elk-hunting season has gained popularity among Minnesota hunters. The process for launching the 2024 Minnesota DNR elk season will begin next month, with hunters applying via lottery for a chance to receive a once-in-a-lifetime tag.
But fewer hunters will have that opportunity this fall. The number of licenses available has decreased from 17 in 2023 to 10 in 2024 for Minnesota hunters. The reduction is due in part to several factors, including elk herd size, the inability to conduct elk surveys during winter, and the state DNR’s collaboration with Red Lake Nation on tribal elk hunts.
