A couple of weekends ago, the Minnesota Legislature ended its session with many different bills and policies passing in the final days and minutes. As is typically the case, not everyone approves what the Legislature finally adopted.
Rep. Josh Heintzeman, R-Nisswa, said he didn’t see as much as he was hoping for regarding sportsmen and sportswomen during the session. Scott Fier, Minnesota Deer Farmers Association president, said he’s seeing his industry turned upside down with the new CWD/deer farm language. And Dr. Peter Sorensen, professor and carp expert at the University of Minnesota, has seen a shift from funding for an Asian carp barrier to potential carp studies and the possible design of a barrier.

Minnesota research shows zebra mussels affect walleye production, growth

Walleyes are an important game fish species in Minnesota, and Dr. Gretchen Hansen, an assistant professor of fisheries ecology in the Fisheries, Wildlife, and Conservation Biology Department at the University of Minnesota, is leading research that could show how aquatic invasive species – including zebra mussels – affect the population and growth rates of the state fish.
“It’s not a great picture of what’s happening to walleye lakes,” Hansen said. “Zebra mussels reduce habitat, reduce the growth (of walleyes), and reduce recruitment, so there’s a lot of other avenues to pursue to understand what to potentially do about that.”

Are invasive rusty crayfish a threat to wild rice across Minnesota?

Wild rice is an important aquatic vegetation and can be sensitive to any disturbances during its growth period, especially in the spring. New evidence suggests that aquatic invasive species, specifically rusty crayfish, can be harmful to wild rice during the growing season.
Josh Dumke, senior research scientist and fisheries ecologist at the Natural Resources Research Institute at the University of Minnesota Duluth, and his research team began research May 22 to look at the effects of rusty crayfish on wild rice and figure out a solution to allow more growth of wild rice.

Minnesota bonding, cash bills pass in late hours of session; two gun-control measures pass

The Minnesota DNR will receive $233.1 million from the bonding bill and $14.1 million from the cash bill to be used for infrastructure-improvement projects.
Also, two gun-control measures pass, and the House and Senate approved the Environment and Natural Resources Trust Fund renewal bill. Voters now will have the opportunity to renew the state lottery dedication during the November 2024 election.

A look at policy changes, and Minnesota’s outdoors enjoys the fruits of a big surplus

The Minnesota Legislature passed the Environment and Natural Resources Conference Committee report last week that would authorize more than $1.6 billion in environment and natural resources spending over the next biennium. Gov. Tim Walz is expected to sign the bill soon.
Along with serious hikes in dollars for the DNR, policies change in big ways, too. That includes allowing hunters of any age to use crossbows throughout the archery season. Two items that weren’t included in the bill were focused on banning wolf hunts and eliminating the shotgun zone in the southern part of Minnesota.

Minnesota DNR Commissioner shares concerns with Red Lake Nation on potential elk overharvest

The Red Lake Nation’s Tribal Council announced this spring that it will issue 30 permits to tribal elk hunters in northwestern Minnesota for this fall. That’s an increase from five permits in 2022.
On May 16, Minnesota DNR Commissioner Sarah Strommen sent a letter to Red Lake Nation Chairman Darrell Seki expressing agency concerns with the number of permits. Having been told that Red Lake Nation intended to increase its potential harvest to 10 animals this year, the state adjusted its planned harvest downward overall, Strommen wrote. That included a rebalancing of state permits between the Kittson Central and Caribou-Vita herds and continuing not to harvest from the Grygla herd, which has been below its population target since 2012.

Opening-day weather dampens anglers in southern Minnesota

The fishing opener arrived last weekend, and various areas around the state experienced different levels of success based on weather and time of day. The Minnesota Governor’s Fishing Opener took place just outside of Mankato at Madison Lake, though steady rain on Saturday morning and into the afternoon made it difficult to catch walleyes.
It seemed like the farther north anglers went, the more success they had during the weekend.

Minnesota’s turkey harvest numbers bounce back after slow start

About two weeks remain until the spring wild turkey season closes on May 31, and while license and harvest numbers were down early, they bounced back during seasons C and D.
Aaron Hebeisen, Backcountry Hunters and Anglers’ chapter coordinator and a turkey hunter, said he’s seen strong turkey numbers in the southeastern part of Minnesota. He said it doesn’t surprise him that harvest numbers are higher than normal for seasons C and D because of inclement weather during seasons A and B.
