Minnesota fishing license fee hike unlikely during session

The 2023 legislative session is closing in on its final days. The session must end by Monday, May 22, but many policy and budget items remain in limbo for the state House and Senate to pass.
The Environment, Natural Resources, Climate and Energy Conference Committee adopted the environment budget on Friday, May 12. Policy items remained incomplete on Tuesday, but the conference committee planned to reconvene no later than Wednesday morning to consider and possibly adopt the policy matters. Items left out of the budget were increases to fishing licenses and AIS surcharges.

Minnesota’s muskie egg take marks 36th year on Lake Rebecca

Staffers from the Minnesota DNR West Metro fisheries office began the annual muskie egg take on Lake Rebecca early this month. It started on May 1, and the process typically requires a week or more to reach the department’s goal of 700,000 eggs.
The annual egg take has taken place on 254-acre Lake Rebecca since 1987, and it’s been stocked since 1982 with the Leech Lake strain of muskies.

Minnesota Deer Hunters Association says it will not support 2023 Governor’s Deer Opener

In a press release on Wednesday, May 10, the Minnesota Deer Hunters Association announced that the group’s board had voted not to support this year’s governor’s deer opener. 

The MDHA cited “continued attempts to ban wolf hunting and anti-gun legislation within the state,” for the decision to not support the governor’s opener. The two items are in direct opposition to MDHA’s mission, the press release stated.

Conferees OK deer farm rules to combat CWD, ‘global budget’ in Minnesota

The Environment, Natural Resources, Climate, and Energy Conference Committee continued to check off items during negotiations this past week. One of the big items agreed upon would further regulate cervidae farms. The House and Senate unanimously passed new regulations regarding deer farms and trying to contain the spread of chronic wasting disease.
The committee also approved crossbow use for all ages during the general archery season.

Minnesota’s Red Lake Band will issue 30 permits for 2023 elk hunt

The Red Lake Tribal Council announced, on April 19, a 2023 elk hunt for tribal members with a lottery system of 30 permits. This is an increase from five permits in the 2022 elk hunt.
Al Pemberton, Red Lake DNR director, emphasized that the Red Lake Band wants to protect the elk population just like anyone in Minnesota, but they want to be able to hunt in a similar fashion just like what the Minnesota DNR offers each year.

A Minnesota minnow shortage? Top topic at recent MN-FISH forum

A shortage of bait minnows has been a common topic in recent years. The angling advocacy group MN-FISH hosted its annual summit on May 3 in Rogers, and the topic was first on the agenda.

Several bait shop owners, bait dealers, and minnow trappers attended and spoke about the topic during the summit. The Minnesota DNR also explained steps it’s taking to help relieve the shortage.

Minnesota’s Kyle Soltis lives life to the fullest out-of-doors during long battle with cancer

Kyle Soltis, 34, is a father, husband, son, brother, and friend. He takes these responsibilities seriously and tries to do everything he can to put a smile on someone’s face. 
Soltis was diagnosed with a brain tumor in 1999 when he was 11 years old. Since then, he’s survived multiple surgeries and new diagnoses. Right now, chemotherapy and surgeries are no longer advancing his health, so he and his family have decided to stop those avenues and allow him to have the best life possible. 
“Right now, we’re just letting him live his life the best he can,” said Kressi Soltis, 34, Kyle’s wife. “Many people have been coming to see him and just making him as comfortable as possible.”

More than 75 carp illegally dumped near Minnesota’s Lake Osakis

Minnesota DNR Conservation Officer Felicia Znajda reported in her Osakis-area weekly report on May 1 that she’d received a complaint of more than 75 illegally dumped common (European) carp.
Joe Albert, DNR’s enforcement division communications coordinator, confirmed the report and said it’s an annual problem that happens this time of year.
