Changes to Minnesota wetland rule pass House committee

The Minnesota House Environment and Natural Resources Finance Policy Committee approved H.F. 8 on Thursday, Feb. 13 – Wetland Conservation Act amendments – in a party-line vote of 7-5 in favor of it advancing to the labor committee.
The bill, sponsored by  Rep. Josh Heintzeman, R-Nisswa, would amend portions of the Wetland Conservation Act to try to streamline the permitting process for businesses. As approved, it would limit the number of people who can comment on a proposed project, dedicate a new full-time position to overseeing applications, and remove redundancies in the permitting process.

The Minnesota DNR has hosted both virtual and in-person open houses to hear feedback from interested Minnesotans on future public usage of newly acquired Keystone Woods Wildlife Management Area, an 1,800-acre tract in the northeast Twin Cities metro area.
Based on the Thursday, Feb. 13, in-person meeting, there is plenty of excitement for the future of the new WMA, which exists just 30 minutes from the Twin Cities.

Minnesota’s House of Representatives back in action, with outdoor bills among first on the table

The Minnesota House of Representatives convened for the first time on Thursday, Feb. 6, after Republicans and DFLers reached a power-sharing agreement.
They didn’t waste time once they arrived: More than 300 bills hit the floor on Monday, Feb. 10. Authored by Rep. Josh Heintzeman, R-Nisswa, H.F. 8 proposes changes to the Wetland Conservation Act.

Minnesota DNR’s CWD culling footprint is smaller this year

Looking to mid-February and March, the Minnesota DNR, in coordination with the U.S. Department of Agriculture, will begin its winter deer-culling efforts in metro-Deer Permit Area 605, the Grand Rapids area, and in Crow Wing County – locations where whitetails have tested positive for chronic wasting disease.
This season’s culling effort looks different compared with previous years, when much time and effort was spent working in the southeastern corner of the state.

Oxygen levels bump up in some Minnesota lakes, potentially impacting fish

While hard-water anglers are reveling this season with the opportunity to fish on thick, clear ice, the clarity and a relative lack of snow have turned some lakes into “greenhouses,” allowing aquatic plants to more readily produce oxygen.
“I haven’t seen this quality (of) ice very often in 35 years. So, it’s pretty unique. We got a real greenhouse effect going on, basically, with that clear ice,” said Chris Domeier, Ortonville area DNR fisheries supervisor.

New Minnesota DNR advisory committee meets for first time

The Fish and Wildlife Advisory Committee, the new iteration of the Minnesota DNR’s citizen oversight committees, met for the first time on Monday, Feb. 3, for a kickoff.
“We built momentum in the first meeting,” said Eli Mansfield, chair of the committee and Minnesota chair of Backcountry Hunters and Anglers. “We got to know what folks were excited to learn about and excited to do. And I think that’s a huge balance of making sure we’re successful: balancing learning and doing.”

Minnesota Senate bill allows youth to build preference points for bear before they’re old enough to draw a license

Minnesota’s Senate Environment, Climate, and Legacy Committee on Feb. 4 supported S.F. 689, which would allow youth hunters to start earning preference points for black bear hunting before they turn 10 years old – the age at which they’re allowed to hunt bears.
While the proposed bill doesn’t offer an age at which young hunters may begin to apply to receive preference points before their 10th birthday, bill author Sen. Nathan Wesenberg, R-Little Falls, estimated it takes around five or six preference points to earn a tag.

Concerns arise over proposed cuts to AIS funds in Minnesota

For the past decade, the number of new aquatic invasive species-infested waters in Minnesota has fluctuated anywhere from 87 in 2018 to 41 in 2024. This past year marked the lowest number of new bodies of water added to the list since 2011 – the same year watercraft inspectors were permitted to examine boats.
But individuals and groups that work to combat AIS say the progress they see is at risk.

Minnesota DNR seeks $98 million to preserve, enhance assets

The Minnesota DNR is seeking a slice of the state’s capital budget to the tune of $98 million total in 2025 to go toward various projects. The focus of this year’s requests is tied to preserving what the DNR has, while keeping an eye on future advancements or acquisitions.
The agency says that request seeks millions of dollars for system-wide, targeted, and community investments.
