Minnesota DNR’s rulemaking is under way for Canada border waters boundaries

The Minnesota DNR has started its rule-making process on four different topics. They center around Minnesota-Canada border waters, aquatic management areas, fishing contests, and designated waters.
The border waters issue focuses on the Minnesota and Canada region and some tributaries. Shannon Fisher, DNR fisheries population monitoring and regulations manager, said many of these border water tributaries weren’t defined or were defined poorly and needed review.

St. Croix River fishing regulations in ’24 will have two sets of rules from Wisconsin, Minnesota

The St. Croix River will see fishing regulation changes on the Wisconsin side, but Minnesota will remain the same this year. The two states had been working on changing some regulations for daily bag limits and fish refuges. Wisconsin was able to complete the process before the upcoming year, while Minnesota couldn’t finish in time.
Shannon Fisher, Minnesota DNR fisheries populations monitoring and regulations manager, said 2024 will have some differences, but he anticipates similar regulations for the states in 2025.

Minnesota DNR expands ways to use increased federal funding

The Minnesota DNR has received a substantial increase in Pittman-Robertson federal funding during the past two years. And with federal government clarification, the DNR is currently using annual payments to counties in lieu of taxes (paid on public lands – PILT) as PR matching dollars to put an additional $7 million annually into the state’s Game and Fish Fund.

Nancy Gibson departs Legislative-Citizen Commission on Minnesota Resources after 17-year run

Nancy Gibson remembers the first time she felt a love for wildlife. A baby squirrel got stuck in the gutter of her home and she rescued it. She bottle-fed the squirrel, and it survived after being released into the wild.
Gibson was young when that happened, but she grew into a wildlife enthusiast who focused on wolves, science, and a passion for the Legislative-Citizen Commission on Minnesota Resources. Members of the LCCMR make funding recommendations to the legislature for special environment and natural resource projects.

Stocked rainbow trout offer anglers a new opportunity near Mankato, Minn., this winter

The city of Mankato has rainbow trout in Hiniker Pond for the first time ever. The Minnesota DNR stocked 3,000 rainbow trout into the pond Jan. 25 to provide an opportunity for anglers in south-central Minnesota to fish for trout.
“Winter trout fishing is really popular,” said Craig Soupir, DNR Waterville fisheries area supervisor. “There are quite a few winter trout-fishing opportunities, but they’re mostly in the metro or down in the extreme southeast by Lanesboro. We didn’t have anything around the Mankato area.”

Minnesota DNR details plans for Get Out MORE funds

The Minnesota DNR explained the investments in the Get Out MORE initiative during the 2024 DNR Roundtable on Jan. 19. The breakdown gives a better understanding of how much money is going to which projects to benefit Minnesotans.
The DNR received $149.9 million from Gov. Tim Walz’s One Minnesota Budget during the 2023 Minnesota legislative session. Get Out MORE was created to focus funding toward modernizing outdoor recreation experiences.

Minnesota DNR, Board of Water and Soil Resources get pieces of Walz’s 2024 bonding plan

Gov. Tim Walz announced on Jan. 16 the state’s 2024 infrastructure plan – the capital investment recommendation for the 2024 Minnesota legislative session.
The $982 million proposal focuses on infrastructure across the state along with interests in water and transportation infrastructure. The Minnesota DNR and Board of Water and Soil Resources were included in the governor’s recommendations.

Elected officials from Minnesota get earful on wolves during gathering that draws hundreds

The Willow River Area School’s auditorium was packed with people in camouflage and orange as Pete Stauber, U.S. House Representative from Minnesota’s 8th Congressional District, hosted a gray wolf legislative listening session on Monday.
Hunters For Hunters, a nonprofit organization, has been promoting meetings highlighting the wolf-deer issue across the wolf-range this winter, and the group had been promoting Monday evening’s session via its social media accounts the past couple of weeks. Between 400 and 500 people attended the gathering, and it was so well-attended that people were outside the auditorium listening from the hallway.
