Minnesota Senate bill would limit authority of DNR conservation officers

On Thursday, March 20, the Senate Environment, Climate, and Legacy Committee heard legislation that would limit the scope of enforcement activity that Minnesota DNR conservation officers could carry out.
The bill, S.F. 956, as proposed, would require DNR conservation officers to get a warrant, court order, or consent from an individual who is being searched before proceeding with various tasks while on the job. The bill is directed specifically at conservation officers for these changes, not county sheriffs’ deputies or local law enforcement.

Legislative Update: Minnesota House bill aims to remove fencing rules for deer farms

On Monday, March 24, the House Agriculture Finance and Policy Committee laid over for possible inclusion in an upcoming bill H.F. 40. The bill would remove the secondary fencing requirement for cervidae farms and prohibit the Minnesota DNR from killing or seizing farmed deer if a farmer is out of compliance with rules.
“If a cattle farmer doesn’t follow a rule, they might pay a fine, but their cattle aren’t taken away from them and destroyed,” said Rep. John Burkel, R-Badger, author of H.F. 40.

Will crossbows for all continue in Minnesota? Extension heads to House floor

March 11 was a busy day for the House Environment and Natural Resources Finance and Policy Committee in Minnesota. It heard bills on extending crossbow use for all, the need for a statewide wolf survey, preventing the sale of state-owned land in the Boundary Waters Canoe Area Wilderness, and a public waters inventory moratorium.
A statutory change in 2023 that allowed all Minnesotans during the archery deer season to use crossbows without medical or age restrictions had a sunset date of June 30, 2025. However, under a bill, H.F. 1531, proposed by Rep. Josh Heintzeman, R-Nisswa, the expiration would be deleted.

‘Community grants’ are target of Minnesota House bill’s Environment and Natural Resources Trust Fund change

In 2023, the Minnesota Legislature decided to allocate 1.5% from the Environment and Natural Resources Trust Fund (lottery proceeds) to the DNR to oversee a community grants program for local environment restoration work.
In the upcoming year, approximately $28 million would have gone entirely toward funding the program in 2026. However, an amendment, approved along party lines in the House Ways and Means Committee on March 11, changes where those appropriated ENRTF dollars would go.

U.S. anglers bringing food into Canada could see 25% tariff

For anglers, outdoor enthusiasts, or any other U.S. residents planning to enter Canada via personal vehicle, the international tariff tussle could affect their wallets for the foreseeable future.
“These countermeasures will apply to commercial shipments, goods imported by mail or courier, and goods imported by individual travelers above their personal exemptions,” said Luke Reimer, a spokesperson for the Canada Border Services Agency.

Lynx spotted in residential ‘dog pen’ near Minnesota’s Grand Marais

Out of seemingly nowhere, Sarah Hamilton, owner of Trail Center Lodge on Poplar Lake in Grand Marais, Minn., locked her eyes on a Canadian lynx prowling in the dog pen outside her window.
“It’s wonderful to see (a lynx) any time. Any time. We do see them from time to time, but it’s not that common,” Hamilton said.
While she said she’d seen a lynx before, she hadn’t seen one that big, comparing it to her 100-pound, 10-month-old rottweiler.

Minnesota home hosts denning bear and her cubs under porch

Pulling into a residential neighborhood in Crosslake and parking outside Tim and Vanessa Greer’s home, it isn’t obvious who they are hosting. Soon it’s revealed: a sow bear and two cubs beneath the couple’s front porch.
“I don’t think we’ll be coming over to this part of the house, you know, we’ll just go in and out through the garage,” Tim Greer said.

Minnesota House bill offers exception for cervidae importation for zoos, raising CWD-related concerns

A bill amendment aims to make an exception to a current law that prevents the importation of cervidae into Minnesota from a state with a positive CWD test in the past five years.
H.F. 434 would open the door to allow zoos in Minnesota, accredited by the American Zoo and Aquarium Association and other USDA-licensed facilities, to import cervidae from verified zoos in other states.

DNR postpones elk research project in northwest Minnesota

Kicking off the new year in a new job with the Minnesota DNR, Amanda McGraw, the agency’s deer, moose, and elk scientist, has settled into a role that combines some of her greatest interests into a single job.
“It allows me to continue pursuing those passions for researching our large ungulate species like moose and deer and elk within the state. That’s what made it a once in a lifetime for me,” McGraw said.
This month, McGraw and her team had planned to begin collaring elk in the northwestern corner of Minnesota to gather more data on the herd’s population dynamics. However, that research project will be delayed from starting until next winter – 2025-26.
