Steve Carney: An ice season recap, and a word on the Winter Severity Index

What a weird ice-fishing season this year!
The season has to go down as the strangest that I can remember. It started out just fine, but as the season progressed, ice conditions kept a lot of anglers off the ice. We never rebounded after a cold stretch in late January, and the ice never was the same.
