At the turn of the millennium, the Pennsylvania Game Commission, the Department of Conservation and Natural Resources and groups like the Quality Deer Management Association told Pennsylvania hunters that deer were responsible for every forest woe.

The fishing at Francis E. Walter Reservoir is not necessarily easy. But it can be deceptively good.
Located in Pennsylvania’s Luzerne and Carbon counties, the 80-acre lake is a U.S. Army Corps of Engineers project. Completed in 1961 and originally called Bear Creek Dam – it was renamed for a U.S. Congressman two years later upon his death – it serves to limit flooding of the Lehigh River, particularly around Allentown and Bethlehem. Like all Corps projects, though, it has a dual purpose of offering recreation.
