At the turn of the millennium, the Pennsylvania Game Commission, the Department of Conservation and Natural Resources and groups like the Quality Deer Management Association told Pennsylvania hunters that deer were responsible for every forest woe.
And the way to fix those problems, we were told, was to drastically reduce – to unhuntable numbers in some areas – the deer population.
