Commentary: Time to consider earn-a-buck in Michigan?

Would going to an earn-a-buck regulation in Michigan where hunters have to shoot a doe before they can take a buck be the best way to manage the whitetail herd in parts of the state where deer are considered overpopulated? (Stock photo)

I worked (now retired) as a supervisor for a lot of years, (a.k.a. problem solver). Not being handicapped with a college degree or a public trough to feed at, I had to produce results on a continuing basis.
