Jack Ammerman: Why are federal duck stamps arriving after the season’s over?

The envelope surprised me when I removed the stack of mail from my mailbox. Like many waterfowl hunters, the postman finally delivered my 2025-26 Federal Waterfowl Stamp on one of the very last days of March.
I know I’m not the only one who thinks it’s nuts to get the stamp well after its usefulness to a hunter is over. I’ve gotten phone calls from friends and have seen the online comments to this effect.
