Fewer hunters are chasing diving ducks each fall; Would tweaking limits bring them back?

Duck hunting has changed in recent years, and so have perceptions about the sport.
Field hunting for ducks has become popular, especially in western Minnesota and the Dakotas. Today, duck hunting for many people means enclosed aluminum trailers, hundreds of full-body decoys, and some spinning-wing decoys, too.
