New York Cuffs & Collars: Cooler of undersized bass in Otsego County

On July 19, ECO Card responded to Basswood Pond in the town of Burlington, Otsego County, to follow up on a complaint from an angler who reported a group keeping short bass. The complainant advised the fish were being put into a blue cooler near the day use area.
