Michael Dombeck was the director of the U.S. Forest Service from 1997 to 2001. That included the era when the Clinton administration finalized the landmark Roadless Area Conservation Rule in January 2001. After a lengthy two-year public review process, it protected nearly 59 million acres of national forest lands from new road building.
During the rulemaking phase public comments drew a record-breaking 1.6 million responses.
