Every two years, Ohio’s executive and legislative branches try to get on the same page in determining what needs to be built.
That sort of budget building is different from the state’s biennial operating budget, which is typically done in odd-numbered years. Operating budgets are designed to help ensure that the wheels of government keep going round and round.
