State legislative auditor looking into Minnesota DNR’s new licensing effort

Earlier this year, the Minnesota DNR said that it is pausing the launch of the new electronic licensing system until it is 100% operational and capable of meeting users’ needs on Day 1. The new ELS will allow hunters and anglers to purchase licenses fully online and receive the license right away – not days later in the mail. (Photo by Eric Morken)

The Office of the Legislative Auditor is working on a report related to the Minnesota DNR’s electronic licensing system that it expects to release during the winter of 2026 – almost a year after the agency missed its ELS rollout target date in March 2025.
“The Minnesota Department of Natural Resources (DNR) and Minnesota IT Services (MNIT) welcome the OLA’s review of the electronic license system project and any recommendations they may have.”
