Pennsylvania’s new antlerless system seems pretty simple

My belief that the new system will work, however, was made stronger when I saw the draft proposal on the Jan. 28 board meeting agenda outlining how the process is going to work. It is pretty simple, and for that reason it should also be relatively free of major problems.
