On Jan. 28, the U.S. Court of Appeals for the Second Circuit found that the “Andros Order,” a 1676 agreement between Edmund Andros, then the Royal Governor of New York, and the Unkechaug Indian Nation, did not entitle the Unkechaug to harvest the immature American eels known as “glass eels,” which are protected by state Department of Environmental Conservation regulations.
