I always found it interesting during Pennsylvania Game Commission meetings when commissioners weighed in before approving antlerless allocations for their districts.
Agency staff would recommend a number, and commissioners could alter it based on a number of factors unique to their district. Most of the time, if a commissioner did change the allocation for their district, the move reflected what they were hearing from hunters.
