Wisconsin hunters may soon see a switch from managing deer by county units with no population goals to using numbered units bounded by areas of similar habitat that would have population goals. That’s the same system Wisconsin used prior to the arrival of Dr. James Kroll in 2011 and his 2014 Deer Trustee Report (DTR) that brought in county deer units and county deer advisory committees.
