Instead of simply removing visible zebra mussels from their boats, boaters in this section of river now must completely drain the water from their boats and empty their livewells and bait buckets before they leave the landing. The same steps are required for boaters on Lake Zumbro, Minnesota’s only inland lake declared to be infested.
