Dan Ladd: Gun crime decline not just relative to New York

Earlier this month, Gov. Kathy Hochul’s office issued a press release celebrating the fact that communities participating in New York State’s Gun Involved Violence Elimination (GIVE) initiative reported the lowest levels of shooting incidents on record last year, to the tune of about 61%.
