Today, buying a hunting or fishing license is such a routine part of being a sportsman that it is easy to forget how – and why – the system began. Licensing was not originally created to fund wildlife conservation. In fact, its roots were considerably less altruistic.
Early sportsmen often promoted licensing and residency restrictions as a way to keep “outsiders” out.
