WI: State code for launch fee spending lacks teeth

Madison – The Wisconsin Administrative Code that specifies how fees collected at public boat launches should be spent may lack any power of enforcement, because it’s not a part of state statutes. Even if the code was enforceable, municipalities identified with possible spending irregularities claim they spend more on launches than they receive in revenue.
