Crookston, Minn. Citizens are asked to weigh in on a proposal that would remove the Otter Tail Power Dam on the Red Lake River at Crookston, a measure that would improve safety and fish passage on the river, according to the U.S. Fish and Wildlife Servic

The proposal is to remove the dam and construct a rock rapids upstream to provide for fish passage while maintaining much of the pool that now exists behind the dam.
