The agriculture department says its agents killed more than 11,200 feral hogs, mostly by air, last year.
The hunt had initially been expected to last two weeks but it took less than four days.
Bill would raise the fine to $5,000 for each hog released and the person responsible would also lose hunting, fishing and trapping privileges for three years.
