Winona, Minn. The U.S. Fish and Wildlife Service has announced that it will be preparing a comprehensive conservation plan and associated environmental impact statement for the Upper Mississippi River National Wildlife and Fish Refuge Complex. The refuge

The USFWS says the process will include public meetings, workshops, and written comments beginning this fall. Bill Hartwig, the USFWS’s Midwest regional director, said about 3 million people visit the 230,000-acre Upper Mississippi refuge annually. That refuge was established in 1924.
