Stocked trout are a put-and-take resource, and there’s nothing wrong with the concept.
It can be a problem, however, if those stocked trout are taken when they shouldn’t be. It can be frustrating to witness someone poaching trout before the season and be able to do nothing more than leave a voicemail with the region office.
