St. Paul For the 25 percent of all-terrain vehicle owners living in the seven-county metro region, finding a place to ride usually has meant trailering machines a few hours to drive them.

Changing that will require partnerships between off-highway
riders and local units of government. The DNR’s metro region OHV
system plan notes the region’s rapid growth may create
opportunities for temporary facilities that serve as a bridge
between a property’s former rural use and future, more urbanized
uses.
